The Founders

Aeye Systems was founded by Scott Rutherford and Bill Shafley, two pioneers in law enforcement technology and public sector innovation with a shared vision to transform public safety. Scott Rutherford has been a leading force in public safety technology for over 20 years. As co-founder of Brekford, he revolutionized law enforcement tools, introducing ruggedized tech, the first computer docking system for patrol cars, and pioneering automatic license plate readers (ALPR) and speed cameras across the U.S. and Latin America. With multiple patents to his name, Scott’s innovations have contributed to safer roads, officer protection with "move-over" law systems, and school bus cameras that capture drivers passing stopped buses. After the sale of Brekford to Rekor, Scott’s deep engineering expertise and passion for public safety led him to co-found Aeye Systems, where he continues his commitment to high-quality, accessible ALPR technology.

 

Bill Shafley: A Visionary in Growth and Market Transformation

Bill Shafley is known for his ability to identify and capture new market opportunities. As founder of CDWG, CDW’s public sector subsidiary, he grew the company from $12 million to over $1 billion in just four years. He went on to create Best Buy’s Government and Education division, transforming it into a multi-billion-dollar business across North America. Bill’s expertise in scaling organizations and creating solutions that serve the public good inspired him to join forces with Scott to launch Aeye Systems, bringing his strategic vision to the ALPR industry.
